M.K.D Position on Roadmap for Elections

Mavambo.Kusile.Dawn (M.K.D) applauds SADC Troika for its stance on what
has to be instituted to create the environment conducive for credible,
free and fair elections. This frank talk came a bit late than expected
but as a party we are very confident that it is the first step in the
right direction. We are very optimistic that while the decisions at
Livingstone, Zambia were taken by an organ of the regional body, the
summit which is to be held soon will adopt the resolutions and push
for their immediate implementation and save the country from further
political implosion of the magnitude of the 2007 – 2008 period. What
we are particularly impressed with, as a party, is the stance to stop
Mugabe from forging ahead with plans to hold the elections before
major reforms were put in place.


Mugabe for the first time must have been shocked by the outcome
especially the wording of the communiqué after the troika meeting. The
troika, whose responsibility is to maintain peace and security in the
region, realized that if they keep on telling President Robert Mugabe
what he wanted to hear, they risked bringing the organisation into
disrepute. It is against that backdrop that MKD believes that
important reforms and steps be put in place before we even talk of an
election, because we know for sure that if that is not done the
playing  field would not be even as has been the case with all
elections in independent Zimbabwe.

As a party we are also proposing that the following measures be put in
place in order to create a conducive environment for a free and fair
election.

•    Repeal of repressive and restrictive legislation such as POSA.

•    Reformation of the media i.e.  Repealing repressive laws such as
AIPPA, the Broadcasting Services Act, the Telecommunications Services
Act, and the Constitution which guarantee media and freedom rights be
put in place first.

•    Repeal of the Political Act governing the funding of political
parties need to be reviewed, to accommodate the financial difficulties
confronting the country. However, should there be limitations to the
funding of political parties; such limitations should be applied
equally and fairly to all parties. In the past, we have seen selective
application of the law, allowing some parties to import container
loads of materials and millions of funds from the EAST, while
restricting other parties to only domestic resourcing. Such actions do
not only break the law, but also create an uneven political landscape.

•    Elimination of intimidation and violence

•    Conclusion  of constitutional Making

•    Capacitation and adequate  resourcing of a non-partisan,
professional national electoral body

•    Placing the full mandate for managing all aspects of the
electoral process and running the election itself, under such
non-partisan, professional national electoral body.

Although SADC  managed to prescribe that to the Inclusive Government (IG) what is so worrying and disturbing is that who is going to
honestly implement that, taking in consideration that those in
government are interested parties and ZANU PF because of their
arrogance will try by all means not to implement that and the MDC
formation which over the years  complained about POSA and AIPPA and
further promised the people of Zimbabwe that they will ensure that
those laws are repealed within the first quarter if elected in
government, have failed to ensure that those pieces of legislation are
repealed. It is against that background that we are worried as a party
that who will ensure that those reforms see’s the light of the day
before we go for the next elections.
