5.7 Agriculture and Rural Development

Agriculture remains the cornerstone of our economy, engaging the majority of citizens and supplying a high proportion of inputs into secondary industry. It will, therefore, be necessary to resolve the land question quickly and definitively. We will revive the 1998 Phase II Land Reform Programme. An independent National Land Commission will be established to define viable land tenure systems, and guide a comprehensive audit of land allocation and utilisation.

High priority and urgency will be placed on restoring efficient non-bureaucratic support to agriculture, such as financing mechanisms, inputs supply, and extension, technical and marketing services.

The recovery of agriculture, particularly in the communal and resettlement areas, will spur broader rural development.
